SEND service reviews and support

The Waves team has extensive and recent experience of supporting SEND service improvement within local authorities. We also have direct experience of working within SEND services, in both commissioning and delivery of provision. This operational and strategic background gives us a 360° perspective on SEND services, having worked with both service providers and service users.

Recent commissions include:

  • A review of SEND provision for Cornwall Council. We undertook a review to establish the pattern of educational provision required to meet the needs of learners with complex SEND, to ensure they would be kept safe and would make good or better progress against the outcomes specified in their statements or plans. Our assignment included:

    • 1:1 support and acting as a critical friend
    • Consultation with all stakeholders and analysis of the results
    • Comparative analysis of provision arrangements in Cornwall and its statistical neighbours
    • Analysis of needs and provision made in Cornwall for children with complex needs
    • Feedback, recommendations and action planning in partnership with the authority.
  • Multi-faceted support for a local authority in northern England including:

    • Analysis of SEND in the authority by primary needs
    • Independent reviews of data currently collected and analysed by the authority
    • Review of the SEND board
    • Analysis of use of out of authority placements
    • Review of behaviour in schools
    • Detailed review of short breaks provision, involving data analysis, statistical neighbour comparisons, financial modelling, and reviewing and recommending improvements to policies and procedures.
